Forum Notification

After browsing around on some phpBB hack sites, I found one for Forum Notification. I'll have to disable access to the board while I add this, as it's rather large. And hopefully nothing breaks in the process (since I have other mods installed already). So, in the near future, if the board is disabled - you know why.
