1942 - Special Rule for allowing 3 planes to start?

The default settings for 1942 were changed (apparently in .89) from starting with 3 planes to starting with 2 planes. Should there be a special rule that states you are allowed to start with 3 planes? Otherwise this puts players using .89 or later at a disadvantage. I wasn't sure if an explicit special rule was usually added in such cases.
