it's always subject to deletion cuz as stated above there may be no benefit of having the setting where you earn an extra man at an earlier point. If there is no benefit to the change then why should it be deleted?
Now if you were on your last life prior to the higher extra man setting then yes it should be deleted/DQ'd cuz they are benefitting from getting the extra man earlier.
...so this is one you can't decide on unless you watched the inp and see when he loses his lives.
Why did he have it set like that? Well, perhaps he set it like that when first playing the game...and he finally improved to the point of having a score to submit...but had forgotten to go back to default settings.
My opinion is if no benefit from the change in settings, then it's moot and no consequences should happen from that...no action taken.

Once again I agree with you 100%. IMO MARP should have zero tolerance in cases like these. Just for the sake of consistency tar's (and mine too) recording should be zeroed...
EDIT: This question still remains unanswered: if we are going to allow this, then I can change the extralife settings in other games too, right?

If it's allowed at all it would be in cases where overall it makes NO difference to the game outcome.
Given this it's moot for you to want to change it to start with.
Why it was in this case isn't clear...only tar can answer that.
