Does not play back at all for me. Puts one credit in but two are required to start. I see lots of input afterwards but the game never starts.
I tried it with one credit already in the machine, but it desyncs quickly and loses in the second match.

Sounds like NVRAM to me.
Amarauma, INPs must start with no NVRAM files present, so that it is easy to play them back. Any changes to settings with games that store settings in NVRAM must be done at the beginning of the recording.

Looks like you forgot to remove NVRAM on hsf2a also.

add to the commandline -nvram_directory NUL 
or create an empty txt file called "nvram.txt" in the directory where you have mame.exe
