In fact I have made many INP (of many many games) with the 0.89mameplus version. But now I know, next time I will use wolf

This rule isn't retroactive.
I've asked Zwaxy to look for a script which doesn't allow scores breaking this rule to enter leaderboard (like * them or something else) ... waiting his answer.
In other way, editors still can zero them manually, in fact there isn't so much inputs like that nowadays.

This rule applies for the new recordings, but if record haven't been validated since 2003 like for polepos2 by hp, what would you do ?
We can't DQ hp's input basing on rule 3b.
An unconfirmed score can be confirmed at any time, it's not his fault if it hasn't been confirmed (everybody up there I think should have some 1st places still unconfirmed) and nothing was forcing hp to use a secure version when he played.
