"mame shinobi -playback shinobi -sr 44100"

but dose not run playback ???????

this playsback fine for me in windows, does your output differ from this?

First, MAME cannot be run from MS-DOS, it's a Windows application. Use the Windows command prompt.
Second, make sure you are using the same MAME version that it was recorded in, which in this case is WolfMAME 0.109 (download it from here)
